INSTALLATION OF PRODUCTIVITY AND QUALITY IMPROVEMENT PROGRAMME (P&QIP) BY THE NATIONAL PRODUCTIVITY CENTRE, NIGERIA
INTRODUCTION
The
productivity and Quality Improvement Programme (P&QIP) is specifically designed to improve the overall performance and quality
of products and services of an organization. P&QIP may take various forms both in the public and private sectors, service
and manufacturing organizations. It could target just a particular department in an organization or the entire organization. For example, improving the quality of human resource management or in the form of re-engineering the entire organization.
The common
feature, however, is that this process should lead to improved performance and quality of products and services of the organization. The programme uses productivity tools and techniques – from basic to advanced types such as 5S Good Housekeeping, Suggestion Scheme,
Productivity Awareness Survey (PAS), Quality Control (QC), Total Management (TQM), Performance Management System – COMPASS, Balanced
Scorecard, etc to ensure efficient and effective utilization of resources.
It is in realization of the importance of P&QIP that
the programme is pursued with vigour in the implementation in many organizations in the last two years. It is also believed
that a productive organization will in turn produce quality goods and services that meet customers’ requirement, retain customers
and are competitive both domestic and international markets. Productive and competitive organizations are profitable, often
expend, employ more workers and grow the economy.
OBJECTIVES
The objectives of P&QIP installation in organizations are to:
i. Improve the productivity (efficient and effective) utilization
of available resources) at the least possible time using the most economical method;
ii. Improve performance – Quality, products, profits, etc;
iii. Development managerial planning and problem solving capabilities;
iv. Create productivity consciousness and enhance team work;
v. Enable employees imbibe or acquire basic productivity principles, tools and techniques.
IMPLEMENTATION
The Centre has made progress
in implementing P&QIP in the following Small and Medium Scale Enterprises (SMEs) and organizations with the past two years.
a. Implemented P&QIP in the following Organizations:
i. Afrotech Industries Limited, Lagos.
ii. Nasarawa State Transport Service Limited, Lafia
iii. Niyya Food and Drinks Limited, Kaduna.
iv. Nomagbon Pharmaceutical Company Limited, Benin City
v. The Regent (printing and publishing) Company Limited, Abuja.
vi. Acreage, Food and Drinks Company Limited, Otta, Ogun State.
vii. Inem Table Water Company Limited, Calabar, Cross River State.
b. On-going P&QIP in the Following Organizations:
i. Konscious Farms Limited, Abuja.
ii. Water First Table Water Production Company Limited, Makurdi.
iii. Kwellarams Kanrai Limited-Production Division, Ikeja, Lagos.
iv. Maiduguri International Hotel Limited, Maiduguri.
v. Oyo State Water Corporation, Ibadan.
vi. Sokoto State Water Corporation, Sokoto.

companies will be posted soon.
In the Small and Medium enterprises (SMEs) and other organizations where the
Programme has been installed, the following impacts have been created and results achieved.
i. Adequate awareness on the concepts and benefits of productivity
have been created in all the organizations visited.
There were noticeable productivity consciousness with respect to:

a. Promptness
and regularity to duty
b. Active participation in group work and team building.
c. Effective in decision-making process in the organization.
d. Adoption of effective organizational
Culture.
e. Job Satisfaction, enrichment and enlargement.
f. Sense of pride, identification and ownership in the organization.
g. Sense of job security,
cordial labour management relationship.
h. Items, tools, machines and machinery well arranged and
easily accessible.
i. Achieved cost effectiveness and waste reduction.
iii. Employers/Chief Executives:
a. Effective managerial planning and supervision developed.
b. Effective organizational control and
management.
c. Efficient allocation and utilization of resources.
d. Improved performance, quality of products and services.
e. Improved handling of rejects, customers
complaints, revenue generation and profits.
PLANS ON P&QIP
The Centre’s immediate plan is to install P&QIP in the manufacturing
industries, agriculture and allied industries, hotel and hospitality sectors, while education and public sector, hopefully, will be
undertaken from 2010.
